Lumo is calling for regional program proposals

Lumo Light Festival Oulu and Valve’s Urban Neighbourhood Culture invites Oulu-based artists and communities to submit their proposals for Lumo 2025 regional programme. You are able to apply for funding for the execution of the regional programme happening outside the city centre area. Submit your proposal by the 30th of May 2025, by 4 PM through the application form.

Time period

Lumo Light Festival is organised from Friday to Sunday, between the 21st and 23rd of November 2025 at 16–22 daily. Regional events will take place during the Lumo Light Festival but can also outlast the festival weekend.

Programme selections

We will be selecting the regional programme based on the following criteria:

• fascinatingness and the value of experience and novelty
• independent production and execution
• realistic project plan and budget
• suitability in the regional programme as a whole, taking other chosen content into consideration
• accessibility
• ecologically sustainable solutions

We will be selecting the events and artworks for the regional programme with the following funding definitions:

• 1501–4000 euros (1–2 contents)
• 1–1500 euros (2–5 contents)
• 0 euros (no definitions)

Communications and marketing

The organisers of Lumo regional programme will primarily handle the communication and marketing of their own content. The programme will be published on the Oulu Event Calendar, Lumo Light Festival’s website, and Cultural Centre Valve’s website. Regional programme contents will be posted on the social media channels of Lumo, City of Oulu and Cultural Centre Valve. The posts will direct the viewer to Lumo’s website. The organisers commit to enter their content’s details on the Oulu Event Calendar, as well as to deliver a marketing text and pictures of the content to the city of Oulu.

Submitting the proposals

Please submit your proposals by the 30th of May, by 4 PM. The proposals must be written in Finnish or English. The proposal must include:

• a project plan of the event or artwork
• a budget of the event or artwork, that includes all related costs
• communication/marketing plan
• billers information (name of the organisation and business ID / Y-tunnus / other equivalent)

The proposals are submitted through the application form, as one pdf-file including a summary of the information and description of the event/artwork, project plan, communication/marketing plan and a budget. The file must be named as ProgrammeName_ExecutorsName_AmountOfFundingApplied. (for example: Lightshow_Valve_1500)

Registration as a side event

Events that don’t need funding can register as a side event, even after the regional programme application period is over. They may do so by choosing the “Lumo Light Festival Oulu 2025” tag out of the “What’s on” tag selection when entering their event on the Oulu Event Calendar. All side events happening in the city centre area as well as other regions, will be collected on the Lumo website’s Side Events page. Registration of the side events ends on the 17th of October 2025.
